Nd\u00ebrsa n\u00eb lidhje me k\u00ebrkesat p\u00ebr cil\u00ebsi n\u00eb m\u00ebsimdh\u00ebnie dhe integritet n\u00eb k\u00ebrkim shkencor, Shahini theksoi se \u201cK\u00ebrkesat p\u00ebr cil\u00ebsi n\u00eb m\u00ebsimdh\u00ebnie dhe integritet n\u00eb k\u00ebrkim shkencor duhet t\u00eb adresohen nga vet\u00eb universitetet. Gjevori e shikon si nj\u00eb proces autonom t\u00eb vet\u00eb universiteteve.<\/p>\n<p style=\"text-align: justify;\">Ai beson se rritja e cil\u00ebsis\u00eb do t\u00eb nxitet edhe nga akreditimi i programeve t\u00eb IAL-ve publike, q\u00eb sapo ka nisur nga ASCAL.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Z.Gjevori, para disa dit\u00ebsh ASCAL, n\u00eb bashk\u00ebpunim me Bordin e Akreditimit dhe \u201cLondon School of Economics\u201d (LSE), organizoi workshop-in me tem\u00eb \u201cSigurimi i Brendsh\u00ebm dhe Rritja e Cil\u00ebsis\u00eb n\u00eb Institucionet e Arsimit t\u00eb Lart\u00eb\u201d. \u00c7far\u00eb feedback-u pat\u00ebt nga ky workshop?<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">Ky workshop u zhvillua n\u00eb bashk\u00ebpunim me Bordin e Akreditimit n\u00eb kuad\u00ebr t\u00eb aktiviteteve t\u00eb ASCAL p\u00ebr rritjen dhe sigurimin e cil\u00ebsis\u00eb s\u00eb m\u00ebsimdh\u00ebnies n\u00eb IAL-t\u00eb publike n\u00eb Shqip\u00ebri. Aktualisht akreditimi i programeve t\u00eb studimit n\u00eb IAL-t\u00eb publike ka hyr\u00eb n\u00eb nj\u00eb dinamik\u00eb t\u00eb re ku Universiteti Bujq\u00ebsor i Tiran\u00ebs, Universiteti i Sporteve, Universiteti i Durr\u00ebsit, Universiteti i Kor\u00e7\u00ebs dhe Universiteti i Vlor\u00ebs jan\u00eb n\u00eb faza t\u00eb ndryshme t\u00eb akreditimit t\u00eb par\u00eb t\u00eb programeve t\u00eb tyre t\u00eb studimit. S\u00eb shpejti edhe Universiteti i Tiran\u00ebs do t\u2019i n\u00ebnshtrohet k\u00ebtij procesi. Pra, duke qen\u00eb se procesi i akreditimit ka hyr\u00eb n\u00eb nj\u00eb faz\u00eb t\u00eb re, dinamike e m\u00eb t\u00eb avancuar aktivitete t\u00eb tilla jan\u00eb t\u00eb nevojshme dhe do t\u00eb intensifikohen me q\u00ebllim institucionalizimin e strukturave t\u00eb kontrollit dhe rritjes s\u00eb cil\u00ebsis\u00eb sidomos p\u00ebrsa i p\u00ebrket m\u00ebsimdh\u00ebnies.<\/p>\n<p style=\"text-align: justify;\">N\u00eb workshop mor\u00ebn pjes\u00eb Zv. Rektor\u00ebt p\u00ebr procesin m\u00ebsimor, drejtuesit e zyrave t\u00eb kontrollit t\u00eb cil\u00ebsis\u00eb, koordinator\u00ebt institucional\u00eb t\u00eb akreditimit si dhe pedagog\u00eb. Gjat\u00eb prezantimeve dhe diskutimeve pati shk\u00ebmbim mendimesh mbi praktikat e mira nd\u00ebrkomb\u00ebtar\u00eb p\u00ebr sigurimin dhe rritjen e cil\u00ebsis\u00eb si dhe m\u00ebnyrat m\u00eb t\u00eb p\u00ebrshtatshme p\u00ebr t\u2019i zbatuar ato n\u00eb Shqip\u00ebri. Po aq e r\u00ebnd\u00ebsishme, ky takim i dha mund\u00ebsin\u00eb personave ky\u00e7 nga IAL t\u00eb ndryshme n\u00eb Shqip\u00ebri q\u00eb merren me rritjen dhe sigurimin e cil\u00ebsis\u00eb s\u00eb m\u00ebsimdh\u00ebnies q\u00eb t\u00eb ndanin mes tyre eksperiencat, sukseset dhe v\u00ebshtir\u00ebsit\u00eb q\u00eb kan\u00eb hasur n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb krijohet nj\u00eb komunitet ekspert\u00ebsh n\u00eb sistemin ton\u00eb t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr sigurimin e cil\u00ebsis\u00eb. ASCAL dhe institucionet e tjera q\u00ebndrore mund t\u00eb asistojn\u00eb n\u00eb k\u00ebt\u00eb proces, por n\u00eb fund t\u00eb dit\u00ebs \u00ebsht\u00eb nj\u00eb detyr\u00eb q\u00eb i p\u00ebrket IAL-ve.<\/p>\n<p style=\"text-align: justify;\"><em><strong>A ka nj\u00eb marr\u00ebveshje mes agjencis\u00eb tuaj dhe LSE p\u00ebr t\u00eb vijuar me trajnime t\u00eb tjera n\u00eb universitetet shqiptare? Pra a do t\u00eb jen\u00eb workshop-e sporadik\u00eb apo ka nj\u00eb plan vazhdim\u00ebsie p\u00ebr trajnimin e drejtuesve t\u00eb universiteteve publike?<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">ASCAL bashk\u00ebpunon m\u00eb nj\u00eb s\u00ebr\u00eb partner\u00ebsh nd\u00ebrkomb\u00ebtar\u00eb pasi \u00ebsht\u00eb an\u00ebtare e afiliuar e ENQA dhe e nj\u00eb s\u00ebr\u00eb grupimesh t\u00eb tjera nd\u00ebrkomb\u00ebtare t\u00eb institucioneve t\u00eb sigurimit t\u00eb jasht\u00ebm t\u00eb cil\u00ebsis\u00eb. Bashk\u00ebpunimi me LSE u mund\u00ebsua nga Kryetari i Bordit t\u00eb Akreditimit Profesor Arjan Gjon\u00e7a q\u00eb \u00ebsht\u00eb edhe profesor prej shum\u00eb vitesh n\u00eb LSE. Ne besojm\u00eb q\u00eb ky bashk\u00ebpunim do t\u00eb vazhdoj\u00eb dhe po punojm\u00eb q\u00eb t\u00eb forcohet m\u00eb tej. Gjithashtu do t\u00eb punojm\u00eb edhe me partner\u00eb t\u00eb tjer\u00eb q\u00eb t\u00eb sjellim sa m\u00eb shum\u00eb informacion dhe njohuri p\u00ebr t\u00eb krijuar sa m\u00eb shum\u00eb lidhje midis IAL-ve tona dhe partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb me q\u00ebllim rritjen e vazhdueshme t\u00eb cil\u00ebsis\u00eb dhe plot\u00ebsimit t\u00eb k\u00ebrkesave t\u00eb student\u00ebve.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Pse keni zgjedhur LSE-n\u00eb p\u00ebr k\u00ebt\u00eb ekspertiz\u00eb?<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">LSE \u00ebsht\u00eb nj\u00eb institucion elitar nd\u00ebrkomb\u00ebtar nga i cili jo vet\u00ebm ne, por edhe institucione t\u00eb konsoliduara kan\u00eb se \u00e7far\u00eb t\u00eb m\u00ebsojn\u00eb. Gjithashtu duke qen\u00eb se ligjit i arsimit t\u00eb lart\u00eb bazohet mbi modelin anglosakson, b\u00ebn edhe m\u00eb shum\u00eb sens bashk\u00ebpunimi me institucione si LSE. P\u00ebr ne ky bashk\u00ebpunim \u00ebsht\u00eb nder dhe krenari pasi i mund\u00ebson IAL-ve tona publike, pa asnj\u00eb kosto shtes\u00eb, t\u00eb ken\u00eb akses tek praktikat m\u00eb t\u00eb mira nd\u00ebrkomb\u00ebtare. N\u00eb t\u00eb ardhmen afat-mesme n\u00eb konsultim me IAL-t\u00eb dhe n\u00eb koordinim me Bordin e Akreditimit ne do t\u00eb vazhdojm\u00eb me trajnime dhe workshop t\u00eb till\u00eb edhe p\u00ebr tema m\u00eb specifike deri sa t\u00eb krijojm\u00eb struktura t\u00eb konsoliduara t\u00eb sigurimit t\u00eb vazhduesh\u00ebm t\u00eb cil\u00ebsis\u00eb.<\/p>\n<p style=\"text-align: justify;\"><em><strong>\u00c7far\u00eb konstatuan ekspert\u00ebt britanik\u00eb, ku \u00e7alon problemi i cil\u00ebsis\u00eb n\u00eb universitetet shqiptare sipas tyre?<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\"><em><\/em>Q\u00ebllimi i ekspert\u00ebve nuk ishte analiza e sistemit n\u00eb Shqip\u00ebri k\u00ebshtu q\u00eb nuk b\u00ebn\u00eb konstatime specifike. Por si njoh\u00ebs t\u00eb mir\u00eb t\u00eb sistemit t\u00eb sigurimit t\u00eb cil\u00ebsis\u00eb dhe njoh\u00ebs t\u00eb mir\u00eb t\u00eb Shqip\u00ebris\u00eb dhe rajonit ato paraqit\u00ebn v\u00ebshtir\u00ebsit\u00eb potenciale me t\u00eb cilat mund t\u00eb p\u00ebrballet Shqip\u00ebria, v\u00ebshtir\u00ebsit\u00eb me t\u00eb cilat ata vet\u00eb ishin p\u00ebrballur dhe rrug\u00ebt e mundshme p\u00ebr t\u00eb dal\u00eb nga k\u00ebto v\u00ebshtir\u00ebsi. Thelbi i aktiviteteve t\u00eb tilla nuk \u00ebsht\u00eb marrja e recetave t\u00eb gatshme, por pajisja me njohuri, praktika t\u00eb konsoliduara dhe eksperienca t\u00eb m\u00ebparshme q\u00eb p\u00ebrdoren p\u00ebr adresimin e v\u00ebshtir\u00ebsive t\u00eb p\u00ebrditshme me t\u00eb cilat p\u00ebrballen vendimmarr\u00ebsit n\u00eb fush\u00ebn e sigurimit t\u00eb cil\u00ebsis\u00eb.<\/p>\n<p style=\"text-align: justify;\">Pra ne as k\u00ebrkuam e as na u ofruan \u2018zgjidhje magjike\u2019 por mekanizma t\u00eb testuar t\u00eb cil\u00ebt mund t\u00eb vihen n\u00eb p\u00ebrdorim nga IAL-t\u00eb tona publike p\u00ebr t\u00eb siguruar dhe rritur cil\u00ebsin\u00eb e m\u00ebsimdh\u00ebnies. N\u00eb k\u00ebt\u00eb kuad\u00ebr ekspert\u00ebt e LSE treguan s\u00eb si b\u00ebhet vler\u00ebsimi i m\u00ebsimdh\u00ebnies ne LSE, si b\u00ebhet vler\u00ebsimi i pedagog\u00ebve dhe se si p\u00ebrfshihen student\u00ebt n\u00eb k\u00ebt\u00eb proces. T\u00eb gjitha k\u00ebto jan\u00eb element\u00eb ky\u00e7 p\u00ebr p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb m\u00ebsimdh\u00ebnies n\u00eb Shqip\u00ebri.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Po ASCAL a ka b\u00ebr\u00eb ndonj\u00eb studim, keni ndonj\u00eb raport p\u00ebr evidentimin e problemeve n\u00eb cil\u00ebsin\u00eb e m\u00ebsimdh\u00ebnies dhe nj\u00eb strategji se si do t\u00eb p\u00ebrmir\u00ebsohen k\u00ebto probleme?<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">Duke qen\u00eb se ASCAL \u00ebsht\u00eb agjencia e cila ka p\u00ebr detyr\u00eb vler\u00ebsimin e jasht\u00ebm dhe akreditimin institucional dhe t\u00eb programeve t\u00eb studimit ne kemi shum\u00eb t\u00eb dh\u00ebna mbi problematikat e v\u00ebrejtura n\u00eb rang institucional dhe rang programesh. N\u00eb k\u00ebt\u00eb kuad\u00ebr kemi b\u00ebr\u00eb edhe aktivitete dhe botime ku k\u00ebto problematika identifikohen. S\u00eb fundmi, dhe p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb Shqip\u00ebri, ne kemi b\u00ebr\u00eb edhe Sondazhin Komb\u00ebtar t\u00eb Student\u00ebve, ku t\u00eb gjith\u00eb student\u00ebt n\u00eb Shqip\u00ebri kan\u00eb patur mund\u00ebsin\u00eb t\u00eb vler\u00ebsojn\u00eb institucionin ku ata studiojn\u00eb. Shum\u00eb shpejt ne do t\u00eb botojm\u00eb t\u00eb dh\u00ebnat paraprake t\u00eb Sondazhit p\u00ebr IAL-t\u00eb publike, ku do t\u00eb parashtrohen t\u00eb gjitha problemet e sistemit t\u00eb arsimit t\u00eb lart\u00eb nga k\u00ebndv\u00ebshtrimi i student\u00ebve. K\u00ebto t\u00eb dh\u00ebna do p\u00ebrb\u00ebjn\u00eb nj\u00eb element m\u00eb shum\u00eb n\u00eb arsenalin e t\u00eb dh\u00ebnave q\u00eb do t\u2019i vihen n\u00eb dispozicion IAL-ve p\u00ebr p\u00ebrmir\u00ebsimin e sh\u00ebrbimit akademik q\u00eb i ofrojn\u00eb student\u00ebve t\u00eb tyre.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Nj\u00eb nga shqet\u00ebsimet e ngritura n\u00eb protest\u00ebn e student\u00ebve ishte pik\u00ebrish niveli i m\u00ebsimdh\u00ebnies. Student\u00ebt ankohen p\u00ebr nivelin e ul\u00ebt t\u00eb pedagog\u00ebve, p\u00ebr libra t\u00eb p\u00ebrkthyer keq ose t\u00eb shkruar keq, p\u00ebr korrupsion, etj..
