Agjencia Publike e\u00a0Akreditimit t\u00eb Arsimit t\u00eb Lart\u00eb (APAAL) dhe K\u00ebshilli i Akreditimit (KA), n\u00eb bashk\u00ebpunim\u00a0me ekspert\u00eb t\u00eb fushave, shqyrtojn\u00eb dhe vler\u00ebsojn\u00eb programet e reja t\u00eb studimit p\u00ebrpara\u00a0marrjes s\u00eb vendimit p\u00ebr celjen e tyre.\u00a0Vler\u00ebsimi paraprak i programeve t\u00eb reja t\u00eb studimit n\u00eb Institucionet e Arsimit t\u00eb\u00a0Lart\u00eb, kryhet n\u00eb p\u00ebrputhje me k\u00ebrkesat ligjore n\u00eb fuqi dhe p\u00ebrkundrejt kritereve t\u00eb\u00a0vler\u00ebsimit t\u00eb miratuara p\u00ebr \u00e7do nivel dhe lloj programi studimi.\u00a0Dokumentacioni ku k\u00ebrkohet vler\u00ebsimi p\u00ebr hapjen\/riorganizimin e nj\u00eb programi\u00a0studimi, propozuar nga nj\u00eb Institucion ekzistues i Arsimit t\u00eb Lart\u00eb apo n\u00eb kuad\u00ebr t\u00eb\u00a0hapjes s\u00eb nj\u00eb IAL t\u00eb re, sillet nga MASh n\u00eb APAAL me shkres\u00eb zyrtare.<br \/>Dosja duhet t\u00eb p\u00ebrmbaj\u00eb dokumentet e m\u00ebposht\u00ebm:<br \/>1. VERIFIKIMI I DOKUMENTACIONIT FIZIK<\/em><br \/>Dosja me k\u00ebrkes\u00ebn dhe dokumentacionin p\u00ebr \u00e7eljen e programeve t\u00eb reja t\u00eb studimit e\u00a0paraqitur nga Ministria e Arsimit dhe Shkenc\u00ebs, i n\u00ebnshtrohet shqyrtimit p\u00ebr pranin\u00eb\u00a0fizike t\u00eb dokumentacionit t\u00eb k\u00ebrkuar si m\u00eb sip\u00ebr. P\u00ebr k\u00ebt\u00eb, Agjencia kryen verifikimin e\u00a0plot\u00ebsis\u00eb s\u00eb dokumentacionit dhe t\u00eb pranis\u00eb s\u00eb element\u00ebve p\u00ebrb\u00ebr\u00ebs p\u00ebr cdo aspekt t\u00eb\u00a0m\u00ebsip\u00ebrm.<br \/>N\u00eb rast se dokumentacioni nuk \u00ebsht\u00eb i plot\u00eb, Agjencia e refuzon dosjen dhe e kthen n\u00eb\u00a0MASh pa vler\u00ebsim me argumentimin p\u00ebrkat\u00ebs.<br \/><em>2. VLER\u00cbSIMI TEKNIK<\/em><br \/>Kur dosja e p\u00ebrmban t\u00eb gjith\u00eb dokumentacionin fizik t\u00eb k\u00ebrkuar si n\u00eb pik\u00ebn 1 m\u00eb sip\u00ebr,\u00a0ajo i n\u00ebnshtrohet vler\u00ebsimit teknik. Shqyrtimi teknik, q\u00eb b\u00ebhet nga APAAL, dhe ka p\u00ebr\u00a0q\u00ebllim vler\u00ebsimin e t\u00eb dh\u00ebnave t\u00eb dokumentacionit n\u00eb raport me k\u00ebrkesat ligjore dhe\u00a0n\u00ebnligjore p\u00ebr \u00e7do program si dhe shkall\u00ebn e plot\u00ebsis\u00eb s\u00eb k\u00ebtyre t\u00eb dh\u00ebnave. N\u00eb k\u00ebt\u00eb\u00a0shqyrtim nuk p\u00ebrfshihet vler\u00ebsimi n\u00eb p\u00ebrmbajtje i element\u00ebve t\u00eb dokumentacionit t\u00eb\u00a0programit t\u00eb studimit, por vet\u00ebm prania e plot\u00eb e tyre, p\u00ebr t`u siguruar q\u00eb dokumentacioni\u00a0\u00ebsht\u00eb i plot\u00eb dhe p\u00ebrmban t\u00eb gjith\u00eb elementet dhe t\u00eb dh\u00ebnat e duhura, p\u00ebr t`ju n\u00ebnshtruar\u00a0m\u00eb pas vler\u00ebsimit n\u00eb p\u00ebrmbajtje. Ky vler\u00ebsim kryhet nga specialist\u00ebt e APAAL dhe\u00a0konsiston n\u00eb p\u00ebrpunimin e t\u00eb dh\u00ebnave dhe vler\u00ebsimin formal t\u00eb aspekteve kryesore q\u00eb\u00a0vler\u00ebsohen, sipas elementeve p\u00ebrb\u00ebr\u00ebs p\u00ebrkat\u00ebs. N\u00ebse elementet p\u00ebrb\u00ebr\u00ebs q\u00eb lidhen me\u00a0organizimin e studimit, planin dhe programin m\u00ebsimor, syllabuset, rregulloren e\u00a0studimeve, p\u00ebrsonelin m\u00ebsimor jan\u00eb t\u00eb plota dhe n\u00eb p\u00ebrputhje me k\u00ebrkesat e aktet ligjore\u00a0e n\u00ebnligjore n\u00eb fuqi; at\u00ebhere dosja i n\u00ebnshtrohet faz\u00ebs s\u00eb m\u00ebtejshme; vler\u00ebsimit n\u00eb\u00a0p\u00ebrmbajtje.\u00a0Kur t\u00eb dh\u00ebnat e paraqitura nuk jan\u00eb t\u00eb plota dhe\/ose jo n\u00eb p\u00ebrputhje me k\u00ebrkesat e\u00a0kriteret baz\u00eb, t\u00eb domosdoshme p\u00ebr vler\u00ebsimin n\u00eb p\u00ebrmbajtje nga ekspert\u00ebt e fush\u00ebs, dosja\u00a0kthehet n\u00eb MASh me argumentimin p\u00ebrkat\u00ebs sipas rastit.<br \/><em>3. VLER\u00cbSIMI N\u00cb P\u00cbRMBAJTJE<\/em><br \/>Kur plot\u00ebsohen t\u00eb gjitha kriteret e m\u00ebsip\u00ebrme, dokumentacioni i n\u00ebshtrohet vler\u00ebsimit n\u00eb\u00a0p\u00ebrmbajtje me ekspert\u00eb. P\u00ebr vler\u00ebsimin n\u00eb p\u00ebrmbajtje, APAAL dhe KA angazhojn\u00eb ekspert\u00eb\u00a0t\u00eb jasht\u00ebm vendas ose t\u00eb huaj sipas fushave p\u00ebrkat\u00ebse, t\u00eb cil\u00ebt p\u00ebrzgjidhen sipas kritereve\u00a0t\u00eb p\u00ebrcaktuara e t\u00eb b\u00ebra publike. Vler\u00ebsimi me ekspert\u00eb kryhet mbi nj\u00eb format t\u00eb\u00a0p\u00ebrgatitur nga APAAL dhe i miratuar nga KA, i cili p\u00ebrmban kriteret sipas llojit dhe nivelit\u00a0t\u00eb programit t\u00eb studimit. Objekt i shqyrtimit n\u00eb p\u00ebrmbajtje t\u00eb praktik\u00ebs jan\u00eb element\u00ebt\u00a0p\u00ebrb\u00ebr\u00ebs dhe p\u00ebrmbajtja e aspekteve t\u00eb mbuluara me dokumentacionin si m\u00eb lart.\u00a0Eksperti\/\u00ebt, mb\u00ebshtetur n\u00eb t\u00eb dh\u00ebnat dhe komentet e vler\u00ebsimit teknik p\u00ebr secilin nga\u00a0aspektet kryesore q\u00eb vler\u00ebsohen, b\u00ebn vler\u00ebsimin duke ju p\u00ebrgjigjur qart\u00eb dhe sakt\u00eb\u00a0pyetjeve konkrete p\u00ebr \u00e7do aspekt dhe n\u00ebnaspekt n\u00ebn vler\u00ebsim. Eksperti jep nj\u00eb vler\u00ebsim\u00a0p\u00ebr \u00e7do rubrik\u00eb dhe n\u00ebnrubrik\u00eb dhe n\u00eb fund jep Vler\u00ebsimin P\u00ebrfundimtar p\u00ebr programin e\u00a0studimit p\u00ebrkat\u00ebs.<br \/>Vler\u00ebsimi me ekspert\u00eb kryhet n\u00eb form\u00eb anonime t\u00eb dyfisht\u00eb; anonimati sigurohet dhe\u00a0ruhet n\u00ebn p\u00ebrgjegj\u00ebsin\u00eb e APAAL.<br \/><em>4. PARAQITJA E VLER\u00cbSIMIT DHE SHQYRTIMI NGA KA<\/em><br \/>A. N\u00eb p\u00ebrfundim t\u00eb procesit t\u00eb vler\u00ebsimi, APAAL paraqet n\u00eb mbledhjen e radh\u00ebs t\u00eb\u00a0K\u00ebshillit t\u00eb Akreditimit t\u00eb gjith\u00eb dokumentacionin e programit t\u00eb shoq\u00ebruar me:<br \/>a. List\u00ebn e dokumentacionit t\u00eb paraqitur dhe\/ose t\u00eb plot\u00ebsuar nga aplikuesi<br \/>b. Raportet e vler\u00ebsimit teknik dhe n\u00eb p\u00ebrmbajtje t\u00eb APAAL dhe ekspertit\/\u00ebve<br \/>B. KA shqyrton dosjen dhe raportet e vler\u00ebsimit.\u00a0Kur e gjykon t\u00eb nevojshme\/t\u00eb arsyeshme, K\u00ebshilli i Akreditimit mund t\u00eb k\u00ebrkoj\u00eb t\u00eb\u00a0dh\u00ebna t\u00eb tjera apo dhe q\u00eb nj\u00eb p\u00ebrfaq\u00ebsi e institucionit propozues ta prezantoj\u00eb k\u00ebt\u00eb<br \/>projekt, n\u00eb nj\u00eb nga mbledhjet e KA.<br \/>N\u00eb fund t\u00eb procesit, KA vendos p\u00ebr vler\u00ebsimin p\u00ebrfundimtar dhe harton rekomandimet\u00a0p\u00ebrkat\u00ebse p\u00ebr MASh .<br \/><em>5.
