Mission and Activity

A presentation of the institutional role of QAAHE, its mission on quality assurance and on the activity that supports the higher education in Albania.

Quality Assurance Agency in Higher Education was created by the Decision of Ministers Council nr.109, date 15.02.2017 / english version, changed to Decision Nr. 825, date 24.12.2021 and Decision nr. 562, date 31.07.2029 / english version, because of the reorganization of Public Agency of the Higher Education that was created by the decision of the Ministers Council nr. 303, date 01.07.1999 and on accordance to the law nr 80/2015, for the higher education and scientific research.

QAAHE Role

QAAHE is the only institution in the Republic of Albania that evaluates and monitors the quality of the higher education. This happens by supporting the national quality standards and the quality of European Space and international higher education standards and guidelines.

Work Principles

QAAHE is independent, unbias and transparent in its activity completion. The agency does an initial evaluation of quality, an external evaluation and analytical and comparing evaluation for HEI programs and fields of study.

QAAHE Mission

  • Quality Assurance in Higher Education through external, objective and independent evaluation.
  • Preservation of quality standards.
  • Promotion and Improvement of the quality of higher education institution and the study programs that they offer.

Activity of QAAHE

  • The external evaluation of the quality for the first and regular accreditation of the higher educational institutions and the study programs they offer.
  • Monitoring, the evaluation of the academic quality and compliance with the standard of quality of institutions and the programs offered by them, before the first accreditation and the following ones.
  • Initial evaluation in accordance to the opening and the re-organization of the higher education and the study programs for education by the request of the responsible ministry.
  • Preliminary evaluation and recognition of study programs offered at accredited Albanian higher education institutions by foreign higher education institutions from one of the European Union member states, the United States of America, Canada, or Australia.
  • Periodic evaluation, every three years, of the quality of teaching in higher education institutions and its continuous monitoring through the National Student Survey, in accordance with its guidelines.
  • Evaluation of internal quality assurance systems (auditing) in higher education institutions, in accordance with its guidelines and the Standards and Guidelines for Quality Assurance in the European Higher Education Area.
  • Thematic, analytical, and comparative evaluations of institutions and/or study programs, in support of higher education policies, conducted autonomously or at the request of the ministry responsible for education.

To fulfill its mission, ASCAL relies, in addition to the legislation in force, on the Quality Code and its internal regulations.
